भारत सरकार ने सामाजिक न्याय और अधिकारिता मंत्रालय के माध्यम से अधिसूचित, घुमंतू और अर्ध-घुमंतू जनजातियों (DNTs, NTs, SNTs) के उत्थान और आर्थिक सशक्तिकरण के लिए Scheme for Economic Empowerment of De-Notified, Nomadic, and Semi-Nomadic Tribes (SEED) योजना शुरू की है। यह योजना इन समुदायों की आजीविका, शिक्षा और वित्तीय समावेशन से संबंधित विशिष्ट चुनौतियों को हल करने के लिए बनाई गई है।

SEED योजना के उद्देश्य

2022 में शुरू की गई SEED योजना एक दूरदर्शी पहल है, जिसका उद्देश्य DNTs के सामाजिक-आर्थिक स्थिति को बेहतर बनाना है। यह योजना चार महत्वपूर्ण क्षेत्रों पर केंद्रित है:

1. शिक्षा के माध्यम से सशक्तिकरण:

DNT छात्रों के लिए सभी स्तरों—प्राथमिक शिक्षा से लेकर व्यावसायिक पाठ्यक्रमों तक—छात्रवृत्तियाँ प्रदान की जाती हैं। शिक्षा को बढ़ावा देकर, यह योजना गरीबी के पीढ़ी दर पीढ़ी चले आ रहे चक्र को तोड़ने और भविष्य के लिए नए अवसर खोलने का लक्ष्य रखती है।

2. आजीविका के माध्यम से आर्थिक सशक्तिकरण:

SEED योजना के तहत आजीविका पहल, कौशल विकास, उद्यमिता प्रशिक्षण और माइक्रोक्रेडिट तक पहुंच के लिए वित्तीय सहायता दी जाती है। इसका उद्देश्य DNTs को आत्मनिर्भर बनाना है, ताकि वे स्थायी रोजगार और आय सृजन के लिए आवश्यक उपकरणों से लैस हो सकें।

3. स्वास्थ्य देखभाल सहायता:

कई DNT समुदाय दूरस्थ क्षेत्रों में रहते हैं जहां स्वास्थ्य सेवाओं तक पहुंच सीमित है। SEED का उद्देश्य इन समुदायों की विशेष आवश्यकताओं के अनुरूप स्वास्थ्य बीमा, निवारक स्वास्थ्य कार्यक्रम और जागरूकता अभियान प्रदान करना है, ताकि उनकी भलाई सुनिश्चित की जा सके।

4. आवास और बुनियादी ढांचा विकास:

घुमंतू और अर्ध-घुमंतू जनजातियों के लिए सुरक्षित और स्थिर आवास तक पहुंच एक प्राथमिकता है। SEED योजना आवास योजनाओं को सुगम बनाने और बुनियादी ढांचा, जैसे कि स्वच्छता, पेयजल और बिजली उपलब्ध कराने का प्रयास करती है, ताकि DNTs की जीवन स्थिति में सुधार हो सके।

SEED योजना के लिए पात्रता मापदंड

1. DNT, NT, या SNT समुदाय से संबंधित होना:

आवेदक को अधिसूचित जनजातियों, घुमंतू जनजातियों, या अर्ध-घुमंतू जनजातियों से होना चाहिए। जाति या जनजाति की स्थिति का सत्यापन सक्षम प्राधिकारी द्वारा जारी आधिकारिक जाति प्रमाण पत्र या संबंधित दस्तावेज के माध्यम से किया जाएगा।

2. वार्षिक पारिवारिक आय:

परिवार की वार्षिक आय ₹2.5 लाख से अधिक नहीं होनी चाहिए। इससे यह सुनिश्चित होता है कि लाभ उन लोगों तक पहुंचे जो सबसे ज्यादा जरूरतमंद हैं और केवल उच्च आय वर्ग तक सीमित न हों।

3. जिला स्तरीय CCP के लिए पात्रता मापदंड:

• CCP का सदस्य DNT, NT, या SNT समुदाय से होना चाहिए, जिसमें 50 प्रतिशत महिलाएं होनी चाहिए।
• उम्र: 25 से 45 वर्ष के बीच होनी चाहिए।
• शैक्षिक योग्यता: न्यूनतम 10वीं पास हो और सामुदायिक संस्था निर्माण, लेखांकन और संवाद कौशल का बुनियादी ज्ञान होना चाहिए। स्थानीय भाषा का ज्ञान होना चाहिए।

4. उद्यमिता और आजीविका पहल:

आवेदकों के पास एक स्पष्ट व्यावसायिक योजना होनी चाहिए या वे किसी उद्यमिता या आजीविका गतिविधि में लगे होने चाहिए। यह योजना छोटे व्यवसायों, स्व-रोज़गार और कौशल विकास का समर्थन करती है ताकि स्थायी आय उत्पन्न की जा सके।

वित्तीय सहायता और ऋण पात्रता

SEED योजना के तहत वित्तीय सहायता, सॉफ्ट लोन या माइक्रोफाइनेंस प्राप्त करने के इच्छुक व्यक्तियों को आवेदन के समय किसी भी वित्तीय संस्थान या सरकारी कार्यक्रम के साथ कोई बकाया ऋण या देनदारियां नहीं होनी चाहिए।

1. शिक्षा और प्रशिक्षण के लिए वजीफा:

कौशल विकास और व्यावसायिक प्रशिक्षण कार्यक्रमों में नामांकित व्यक्तियों के लिए SEED योजना के तहत प्रशिक्षण कार्यक्रम की अवधि के दौरान ₹500 से ₹1,000 मासिक वजीफा प्रदान किया जाता है।

2. उद्यमिता और आजीविका परियोजनाओं के लिए अनुदान:

चयनित व्यक्तियों और समूहों को ₹10,000 से ₹50,000 तक के वित्तीय अनुदान दिए जाते हैं, जो परियोजना के पैमाने और जिस क्षेत्र में वे काम करने की योजना बना रहे हैं, उस पर निर्भर करता है। यह अनुदान छोटे व्यवसायों को शुरू करने या मौजूदा उद्यमों के विस्तार में मदद करता है।

3. आर्थिक सशक्तिकरण के लिए रियायती ऋण:

वित्तीय संस्थानों के सहयोग से SEED योजना DNT, NT, और SNT समुदाय के सदस्यों को अपने व्यवसाय शुरू करने या विस्तारित करने के लिए कम ब्याज दर पर रियायती ऋण प्रदान करती है। ऋण की राशि ₹2 लाख तक जा सकती है, और पुनर्भुगतान शर्तें इसे किफायती और वित्तीय समावेशन सुनिश्चित करती हैं।

महिलाओं और वंचित समूहों के लिए अतिरिक्त समर्थन

DNT, NT और SNT समुदायों के भीतर महिलाओं, दिव्यांग व्यक्तियों और अन्य वंचित वर्गों के लिए विशेष प्रोत्साहन और उच्च वजीफे उपलब्ध हैं। इससे यह सुनिश्चित होता है कि योजना समावेशी बनी रहे और सबसे ज्यादा जरूरतमंद लोगों को लक्षित सहायता प्रदान करे।

Scheme for Economic Empowerment of De-Notified, Nomadic, and Semi-Nomadic Tribes (SEED): A Pathway to Inclusive Development

The Government of India, through the Ministry of Social Justice and Empowerment, has launched the Scheme for Economic Empowerment of Denotified, Nomadic, and Semi-Nomadic Tribes (SEED) to uplift and economically empower marginalized sections of society. The scheme is specifically designed for Denotified Tribes (DNTs), Nomadic Tribes (NTs), and Semi-Nomadic Tribes (SNTs), addressing their unique challenges related to livelihood, education, and financial inclusion.

Objectives of the SEED Scheme

Launched in 2022, SEED is a visionary initiative with a multi-pronged strategy designed to uplift the socio-economic status of the DNTs. The scheme focuses on four critical areas:

1. Education Empowerment : Scholarships for DNT students pursuing education at all levels—from primary school to professional courses—are a key aspect of SEED. By promoting education, the scheme aims to break the intergenerational cycle of poverty and open doors to new opportunities for future generations.

2. Economic Empowerment through Livelihoods : SEED provides financial assistance to enable livelihood initiatives, including skill development, entrepreneurship training, and access to microcredit. The goal is to help DNTs become self-reliant by equipping them with the tools needed for sustainable employment and income generation.

3. Healthcare Support : Many DNT communities live in remote areas with limited access to healthcare. SEED aims to provide health insurance, preventive healthcare programs, and awareness campaigns tailored to the specific needs of these communities, ensuring their well-being.

4. Housing and Infrastructure Development : Access to safe and secure housing is a priority for many nomadic and semi-nomadic tribes. SEED seeks to facilitate housing schemes and create basic infrastructure, including sanitation, drinking water, and electricity, improving the living conditions of DNTs.

Eligibility Criteria for SEED Scheme

To benefit from the SEED Scheme, applicants must meet the following eligibility requirements:

1. Belonging to DNT, NT, or SNT Communities
   The applicant must be from the Denotified Tribes, Nomadic Tribes, or Semi-Nomadic Tribes. Verification of caste or tribe status is required through an official caste certificate or relevant documentation issued by the competent authority.

2. Annual Family Income
   The family's annual income must not exceed ₹2.5 lakh. This ensures that the benefits reach those most in need and are not limited to only the upper-income strata within the DNT, NT, and SNT communities.

3. Eligibility criteria for District level CCPs:         The CCP” should be from the DNT, NT and SNT Community (50 percent should be             women). 

Age: Should be in the age group of 25 to 45years.

Entrepreneurship and Livelihood Initiatives

Applicants should either have a clear business plan or be engaged in an entrepreneurial or livelihood activity. The scheme supports small-scale businesses, self-employment ventures, and skill development for generating sustainable income.

Loan and Financial Assistance Eligibility

Individuals seeking financial assistance under the scheme, including soft loans or micro-finance, must not have any outstanding loans or dues with any financial institution or government program at the time of application.

Stipend and Financial Assistance

The SEED scheme provides both direct financial support and opportunities for skill development, ensuring comprehensive economic empowerment for the DNT, NT, and SNT communities.

1. Stipend for Education and Training
   For individuals enrolled in skill development and vocational training programs under the SEED scheme, a monthly stipend of ₹500 to ₹1,000 is provided for the duration of the training program. This is to cover basic expenses and ensure financial support during the learning phase.

2. Grant for Entrepreneurship and Livelihood Projects
   Selected individuals and groups will receive financial grants ranging from ₹10,000 to ₹50,000, depending on the scale of the project and the sector in which they plan to engage. This grant aims to help launch small businesses or expand existing ventures.

3. Subsidized Loans for Economic Empowerment
   In collaboration with financial institutions, the SEED scheme offers subsidized loans with a low-interest rate to help DNT, NT, and SNT community members start or expand their businesses. The loan amounts can go up to ₹2 lakh, with repayment terms that ensure affordability and financial inclusion.

4. Additional Support for Women and Marginalized Groups
   Special incentives and higher stipends are available for women, differently-abled individuals, and other marginalized sections within the DNT, NT, and SNT communities. This ensures that the scheme remains inclusive and provides targeted support where needed most.
